A second chance: Here’s why CENS supports ex-offenders out of homelessness and into hope

At CENS, we believe that everyone deserves a second chance – including those trying to rebuild their lives after a criminal conviction. For many people experiencing homelessness, past mistakes often become an additional barrier to stability. But we see the person behind the record and believe that secure accommodation should be available for everyone.

“I had been sleeping in my car for nearly two years. I was arrested when I stole some petrol. Even though I’m ashamed of what I did, and am paying for my crime, it led me to CENS and they helped me get the support I need.” Anon  

Risk Management Not Rejection 

Every new enquiry is approached with care and responsibility. Before accepting a resident, we conduct risk assessments. These help us determine the right level of support and ensure the safety of everyone at CENS – residents, staff, and volunteers alike. 

Risk assessment isn’t about labelling people as dangerous, it’s about identifying needs and putting the appropriate support in place. We are unable to accept anyone with convictions for violent, sexual or arson-related offences due to safety policies in place. Individuals with complex needs are best supported by specialist services through the Local Authority.  

The Power of a Second Chance 

Many of our service users with criminal records are striving to turn their lives around. What they need most is stability and support—not judgement. Society may shut the door – but we leave ours open. This is not about condoning their past actions, it’s about supporting their future. We’ve seen first-hand how a safe bed, a listening ear, and access to services can transform lives. 

“All of my conviction were fuelled by my need to score drugs. When I’m clean, I don’t shoplift. With the help of CENS and Beacon House, I now have the opportunity to go to rehab and make better choices in the future” Anon 

Rehabilitation and Reintegration 

CENS’ work doesn’t stop at providing shelter. We offer: 

• Tailored support plans based on individual needs 

• Links to addiction recovery services, mental health care, and probation teams 

• Help with training, employment, and housing pathways 

• Opportunities to build trust, responsibility, and community 

Breaking the Cycle 

Homelessness and offending often go hand-in-hand. Without tailored support, the cycle continues: prison, release, street, reoffending. Intervening at the point of homelessness, gives us a real chance to break that cycle before it takes hold.
